Child Care Center Rule (R381-100) Change Now Effective
The rule change for the Utah Division of Licensing and Background Checks (DLBC) Rule, Office of Licensing (OL), Rule R381-100 Child Care Centers, was filed in the Utah State Bulletin Vol. 2026, No. 10 and was made effective on July 7, 2026. The rule received no public comment and no amendments were made following the mandatory 30-day public comment period.
We appreciate the valuable input received from providers prior to this filing. This collaboration was instrumental in refining the rule.

The rule change:
- Updates the immunization record language to comply with a federal child care funding requirement (Child Care Development Fund).
- Removes individual definitions for terms already defined in Rule R380-600 and updates citations and text.
- Adds requirements for providers using video surveillance systems.
