Soliciting TABOR Comments for Ballot Issue 1A: Lodging Tax Increase to Support County Roads, Public Safety, and Childcare
Archuleta County Board of County Commissioners has approved the submission of a tax question at the November 3, 2026, general election.
Amendment One (1992) to the Colorado Constitution requires a notice of the election to be mailed to all registered voters with certain information about the election and financial implications of the ballot questions (TABOR notice). Part of the notice to be sent to electors must include summaries of written comments, up to 500 words each, one for and one against the proposal, filed with the election officer by 45 days before the election.
Archuleta County hereby solicits written comments for and against the question listed below. Please address your comments to the County Manager, Archuleta County, PO Box 1507, Pagosa Springs, CO 81147.
Only comments filed by persons eligible to vote in the County of Archuleta will be summarized in the ballot notice. To be summarized in the ballot issue notice, the comments must address these specific ballot issues and must include a signature and the address where the signer is registered to vote. Written comments must be received no later than Friday, September 18, 2026 at 12:00 noon MST.
The TABOR ballot issue for the November general election reads follows:
SHALL ARCHULETA COUNTY LODGING TAXES BE INCREASED BY APPROXIMATELY $1,080,000 ANNUALLY COMMENCING ON JANUARY 1, 2027, AND BY WHATEVER ADDITIONAL AMOUNTS ARE RAISED ANNUALLY THEREAFTER, BY INCREASING THE LODGING TAX RATE FROM TWO PERCENT (2%) TO SIX PERCENT (6%), SUCH LODGING TAX TO BE LEVIED ON THE RENTAL FEE, PRICE, OR OTHER CONSIDERATION PAID OR CHARGED FOR THE LEASING, RENTAL, SALE OR FURNISHING OF A ROOM OR ACCOMMODATION FOR A SHORT-TERM PERIOD OF LESS THAN THIRTY (30) CONSECUTIVE DAYS IN ARCHULETA COUNTY (EXCLUDING THE TOWN OF PAGOSA SPRINGS THAT CURRENTLY HAS ITS OWN ADOPTED LODGING TAX), WITH SUCH INCREASE TO LODGING TAX REVENUES USED AS FOLLOWS:
EIGHTY PERCENT (80%) FOR COUNTY ROADS MAINTENANCE AND IMPROVEMENT;
TEN PERCENT (10%) FOR PUBLIC SAFETY AND EMERGENCY DISPATCH;
TEN PERCENT (10%) FOR CHILDCARE FOR OUR LOCAL WORKFORCE,
AND SHALL THE FIRST-YEAR REVENUES, AND WHATEVER ADDITIONAL AMOUNTS ARE RAISED ANNUALLY THEREAFTER, BE COLLECTED AND SPENT AS A VOTER APPROVED REVENUE CHANGE NOTWITHSTANDING ANY LIMITATION OR CONDITION UNDER ARTICLE X, SECTION 20 OF THE COLORADO CONSTITUTION OR ANY OTHER PROVISION OF LAW?
