Statement from Talbot County Council President Chuck Callahan on the Passing of Philip Carey “Phil” Foster
The Talbot County Council is mourning the passing of Philip Carey “Phil” Foster. Council President Chuck Callahan released the following statement:
It is with great sadness that we learned of the passing of Philip Carey ‘Phil’ Foster, a longtime public servant whose commitment to Talbot County spanned decades.
Phil served our community in many capacities, including as Talbot County State’s Attorney, a member and President of the Talbot County Council, a member of the Maryland House of Delegates, and most recently as the Chief Judge of the Talbot County Orphans’ Court. Throughout his life, he remained deeply engaged in the community he called home.
On behalf of the Talbot County Council, I extend our deepest condolences to Phil’s family, friends, colleagues, and all those whose lives he touched.
In recognition of Phil Foster’s many years of dedicated service to Talbot County, I am directing that the Talbot County flag be lowered from September 3rd through sunset on September 8th in his honor.
Phil gave much of his life to public service, and Talbot County is grateful for his service and his lasting contributions to our community.
